Mandates versus the Constitution: Who will win? Why

An article in the November 7, 2006, entitled Why a National Constituent Assembly? , noted that there were no guarantees that the assembly would do that to them they saw fit without thoroughly analyzing the consequences for the Ecuadorian economy in the long term. The weight of the preparation of mandates has been so great that it has delayed the timetable for the Assembly to finalize the new constitution in 180 days and was taken 60 days more to achieve its primary objective. But the assembly still stubborn with the mandates for which I am seriously doubting that meet the deadlines in the statute. What is essential for citizens and for the country or the Constitution mandates? The answer is obvious, but the stupidity is beyond reason. The justification of the mandate is "to help President Correa will fly the country towards sustainable development," then because the economy has grown ridiculously and the tendency of accumulated inflation goes to 10%.
In article of November 30, 2007, entitled THE FULL POWERS: a dictatorship disguised , President Correa indicated that all powers exercised indirectly through the Assembly and not far from reality as the president gives the latest rules the game and accept them but have to endure his anger, his insult and disqualification.
Today, journalist Carlos Vera said in his weekly Zero Tolerance that President Correa is not the owner of the change process but simply the leader and not their assessment is wrong. Machiavellian vision is that the state is the ultimate end and that end justified any means to achieve it. Central vision is clearer than a year ago and the bill the economy will citizens be high. They refuse to take effective public policy models from other countries that are growing faster than us. There is little time to rectify the assembly and in the short time left to pass laws that Ecuador prosper but the story and the citizens themselves will be his executioners.

The justification for the existence of a state in a society it can be easily evaluated to see if it really is creating the environment necessary welfare for citizens to work, prosper and improve their living standards. If the State fails to meet that purpose then it must readjust to the reality and move towards those goals. Some scholars think it should fade out and others that its scope in the market to minimize it (I like the last one).
The state was born through an agreement (covenant) between individuals to defend them from any local or foreign attack, guard their rights and deliver justice. Little by little, people were giving more freedoms and rights in the State, to the extent that state participation in the economy exceeds 50%.

Currently, assaults, robberies, rapes, murders have increased significantly in the country without effective action by the government. Citizens have to take several personal checks to avoid being victims of a criminal. Why not resolve this issue State and President Correa puts it on their agenda as a priority? Because right now the state has moved away from their essential role and meddling in several areas that the market can handle efficiently. Now the state is an entrepreneur, petroleum, hospitality, social communicator, banker, doctor ... The state as such does not create wealth, but making other sectors of an economy to exist. If not then creates what is suggesting that if the movement succeeds COUNTRY?
